Tropical storm Debby strengthened into a Category 1 hurricane before striking Florida's Gulf Coast today, forecasters said. Maximum winds were being tracked at 75 miles per hour, and the storm is expected to bring up to 18 inches of rain in some parts of Florida and up to 30 inches of rain in areas of Georgia and South Carolina.
